Saudi Arabia Gaming Market in 2026: A Guide for Studios

The short answer

Saudi Arabia is building a games industry on purpose. Its National Gaming and Esports Strategy, launched in 2022 under Vision 2030, targets about 39,000 jobs and roughly SAR 50 billion of GDP contribution by 2030 through around 86 initiatives, and a dedicated authority was announced in 2023. The Public Investment Fund and Savvy Games Group invest globally, and a PIF-led consortium completed its acquisition of Electronic Arts in August 2026. For studios, the openings are Arabic-first games, branded and public-sector projects, VR and AR, and co-development with a fast-growing local scene.

The national strategy

Element What has been announced
Launch September 2022, by Crown Prince Mohammed bin Salman, as part of Vision 2030
Initiatives About 86, run by more than 20 government and private entities
Jobs target Around 39,000 direct and indirect jobs by 2030
Economic target Roughly SAR 50 billion contribution to GDP by 2030
Content target More than 30 competitive games produced in Saudi studios
Oversight A Gaming and Esports Authority announced in December 2023

Investment

The Public Investment Fund and its games company, Savvy Games Group, are among the largest investors in games worldwide. The scale became clear in 2026: a consortium led by PIF, with Silver Lake and Affinity Partners, completed its acquisition of Electronic Arts on 4 August 2026, taking the publisher private. For studios, this investment brings attention, partnerships and funding programmes, as well as competition for talent.

Esports and events

Riyadh hosts the Esports World Cup, one of the largest esports events by prize pool and number of titles. Events like this, together with gaming festivals and conferences in the Kingdom, create demand for branded games, activations, broadcast and fan experiences, as well as networking with publishers and investors.

Ratings and release rules

Games released in Saudi Arabia must be classified by the General Authority for Media Regulation, formerly the General Commission for Audiovisual Media (GCAM), which introduced the country's video game age-rating system in 2016. Applications can come from the developer, publisher or a local agent, in Arabic or English, and distribution through digital stores does not automatically remove the need for classification. Plan this into launch schedules.

Where the opportunities are

Opportunity Why
Arabic-first games Players expect proper Arabic, local themes and culturally relevant content
Branded and public-sector games Brands, ministries and giga-projects use games for engagement and education
VR and AR Tourism, real estate, training and giga-project showcases use immersive experiences
Co-development with local studios New studios need experienced partners for production, porting and LiveOps
Training and education Talent programmes and universities need curricula and practical projects

Getting the details right

  • Language: build Arabic properly from the start; see Arabic game development.
  • Culture: review content with local advisers; use seasonal moments such as Ramadan and national days.
  • Payments: support the payment methods players in the region use.
  • Devices: test on popular phones in the market, not just flagships.
  • Working hours: agree an overlap window; the Saudi working week runs Sunday to Thursday.

How international studios work with Saudi clients

  1. A discovery call to agree goals, audience and constraints.
  2. A fixed-scope proposal with milestones and Arabic and cultural requirements.
  3. Remote production with weekly builds and an agreed overlap on Gulf hours.
  4. In-person visits for key workshops, events or launches when needed.
  5. Handover with full source code and documentation, often with local teams trained to maintain the product.

Players and platforms

Saudi players are active on mobile, console and PC, and mobile is the broadest channel for reaching mass audiences. Competitive and social genres are popular, and events tied to esports and festivals draw large audiences. For brands and public-sector clients, mobile and web games reach the widest audience, while VR and AR suit venues, exhibitions and tourism experiences where devices can be provided on site.

Building local capability

Many Saudi projects include a goal of building local skills, so international partners are increasingly asked to train local teams, document code thoroughly and hand over products that local developers can maintain. Treat this as part of the scope from the start; it is often a deciding factor in partner selection.

Risks to plan for

  • Procurement processes for public-sector and giga-project work can take time.
  • Requirements can evolve quickly as programmes scale; milestone contracts with change processes help.
  • Classification and cultural review must be scheduled, not assumed.
