Man, this was well written. Okay lets simplify what do you want to make. What do you want to code (apps, games, etc). This will help you choose a language to code in. I, for example, am learning python and swift. Once you choose a language you can learn the basics in many ways, books, online courses, reddit, GitHub repos, the documentation or even right here. Now, I get that the information I gave is not very helpful rn it terms of your situation for computers but you clearly are an amazing writer so use that to earn enough for a raspberry and some peripherals. Also what did you use to post this, im sure with the right help, you can find a workaround to code on it

Edit: So im slightly confused after reading this a second time, what have you built and how did you build it (did you code or use an app builder)

About my Writing;
Yeah I do some writing so thanks for appreciating but am still trying to figure out how to monetize it so I started to participate in some writer's contests like the "writers of the future" and there am writing a historical fiction though I never loved history back then in school and the other one which I think is also still running was initiated by "geeks for geeks" and it only required to write a technical article about tech! A thing I am so capable of but you know still am tired of using Android for such things!! And despite the scandal we are going in through right now, generating money from such isn't easy in my country!

And about what I have built so far;
I can say at least I have developed about ten apps where for some I used app builders and mix it with the little practical code I know cause I know some JavaScript, PHP, and theory of others like Kotlin etc oh but am fluent in HTML and CSS! So that's where I stand man!
