I agree with the points you've raised and have found some tests can be a way for the person(s) writing them to flex, rather than be useful for either side.
Most jobs I know have a probation period. Personally I think the interview process should be to understand the requirements of the job & for both parties to get a feel for each other. If things aren't working out for either side, they can be addressed in the probation period. The probation period is the test.
