This feels like a solution to a problem that doesn't (or shouldn't) exist.

Hopefully the team is Agile.
Everyone commits to the sprint.
If you never complete all the goals, you are over committing, not grooming well enough, or have some other disfunction.

If you are always bored from a lack of work, the issue is the same.

Use your velocity and the law of averages to plan ahead. Time tracking is just a bad system. Period. This might be the least bad methodology and ideology of it. But don't confuse productivity and results with time...
