If you never complete all the goals, you are over committing, not grooming well enough, or have some other disfunction.
If you are always bored from a lack of work, the issue is the same.
Use your velocity and the law of averages to plan ahead. Time tracking is just a bad system. Period. This might be the least bad methodology and ideology of it. But don't confuse productivity and results with time...
