I would consider only if the article would be for children that haven't reached high-school yet. If you want to be technical above that age you need english anyway.
I presume that if someone want to learn development will need english anyway, even if you write a tutorial in the local language the Errors will be in english.
Also many terms sounds very weird when translated, and if they learn it in a translated form they will have a tough time migrating to English when needed.
So english for me.
