It is used to indicate an extended quotation. It has an optional cite attribute to assign a URL with the source of the quotation or in which information about it is expanded.
Normally the browser will render it indented, and those spaces can be adjusted or removed with CSS.
It can contain a multitude of elements to properly mark the quotation, such as headings, paragraphs, lists...
