The short version
Search WordPress.org for "woocommerce pdf invoice" and the Plugins API reports 625 results. That number is misleading. One plugin owns the category.
PDF Invoices & Packing Slips for WooCommerce by WP Overnight has 300,000+ active installs. The runner-up, WebToffee's plugin, has 50,000+. That's a 6x gap. The leader is also the best rated: 5.0 stars from 1,865 ratings, with only 14 of them (0.75%) at 1 or 2 stars.
You don't beat that on general quality. You go around it.

What upgrades cost
Both leaders sell Pro versions as site licenses:
- WP Overnight Pro: β¬69 for 1 site, β¬139 for 3, β¬279 for 25. The page text we extracted didn't state the license term.
- WebToffee Pro: $69, $99, or $199 a year for 1, 5, or 25 sites.
So about $69 (or β¬69) for a single site is the going rate. Anyone pricing above that needs a clear reason.
Three things the data says
1. The multi-tool plugins have unhappier users. Booster, Tyche's plugin, and WP Desk's plugin get 9.7% to 16.2% of their ratings at 1 or 2 stars. The leader's share is 0.75%. Those low-star reviews are the cheapest research you can do: they list what people wanted and didn't get (estimate).
2. Local versions already exist and people install them. An Italian add-on has 4,000+ installs. A Japanese invoice plugin has 300+ and was updated the day we pulled the data. Buyers will install a plugin that handles their country's invoice rules. Other countries may be underserved, but check each country's actual requirements before building (estimate).
3. Everyone ships often. Every plugin in the table had an update between August and October 2026. A plugin that goes quiet will look abandoned next to these.
What we'd do
Don't launch another general WooCommerce PDF invoice plugin. The leader's scale and rating make that a slow fight.
Instead:
- Build for the leader's users. 300,000+ sites run WP Overnight's plugin. Templates, integrations, or workflow add-ons for that base are lower risk than competing head-on (estimate).
- Pick one country or one workflow and check the 1 to 2 star reviews for proof the need is real before writing code.
- Price at or under $69 a year for one site, with 5 and 25 site agency tiers, which matches what the two leaders charge.
- Ship updates monthly. It's the norm in this category.

We dropped off-topic results (shipment tracking, WooCommerce Tax, custom order numbers, and one plugin without a listed author). Install counts are WordPress.org's rounded brackets.
