Most tutorials showing how to create light/dark mode toggles in Figma tell you to go to the Layer section in the Design panel. However, that panel was renamed in the latest UI3 Figma design.
You can go to Appearance -> Apply variable mode (it's the first icon) to accomplish the same thing now:
