Automation handles the deterministic parts of the transit decision. Reading customs history. Applying the rule set for Union and non-Union status. Attaching the guarantee reference. Lodging the declaration through NCTS. Retrieving proof of arrival.
At volume, these steps have no reason to sit with a human.
What still needs review
Automation does not remove judgement. Edge cases such as inward processing goods returning under specific reliefs, or mixed origin groupage where the customs history is thin, still need a customs specialist. The T1 and T2 transit explainer covers several of these edge cases.
Measuring the impact
Track three numbers. The proportion of declarations lodged without manual intervention. The number of audit adjustments per quarter. The time from booking to lodgement.
