For the past eighteen months, OpenAI and Anthropic have quietly tightened access to their most capable models. No more casual API keys for everyone. No more "move fast and break things." Instead: waitlists, approval processes, and explicit restrictions on use cases. This isn't a temporary supply constraint. It's deliberate strategy.

The open-source movement promised to democratize AI. That promise is being quietly buried. The companies leading the frontier have discovered something more valuable than first-mover advantage: controlled scarcity as a competitive moat.

Why Scarcity Works Better Than Speed

The race to the bottom never happened

Early AI economics assumed commoditization. More players, more models, lower prices. But that's not what happened. Training frontier models became exponentially more expensive. Inference at scale requires specialized infrastructure. The gap between a capable model and a reliably deployable one widened dramatically.

This created an unexpected advantage for companies that could afford to restrict access. By controlling who gets what, they avoid the race-to-the-bottom dynamics that plague software markets. They also avoid the regulatory and reputational risks of unrestricted deployment.

Enterprise customers want guarantees, not options

Most enterprises don't want choice. They want accountability. They want to know their vendor has vetted use cases, maintains security, and won't get sandbagged by a scandal involving their AI vendor. Restricted access models align perfectly with these needs. It's not a bug; it's a feature.

Scarcity transforms AI from a commodity into a service with liability. That shift favors the incumbents.

The Gating Is Already Here

OpenAI's restrictions on high-reasoning models now include explicit approval workflows. Anthropic has tiered access based on organizational type and stated use case. Both companies are effectively building sales teams into their API policies.

This creates three distinct markets: a permissioned tier for approved enterprises, a general tier for standard applications, and a restricted tier for anything involving critical infrastructure, government, or high-risk domains. Each tier has different SLAs, pricing, and legal guardrails.

The practical effect: smaller competitors and open-source alternatives can still build, but they're competing against companies that own the best models and the gatekeeping layer. That's a structural advantage that gets harder to overcome as the frontier moves forward.

What This Means for Your Business

If you're building on closed models

Assume access will get tighter, not looser. Plan for vendor lock-in as a permanent feature. Cost certainty matters more than bleeding-edge capability. Build internal workflows that could migrate to alternatives if you need to. And if you're in a regulated industry, start preparing documentation now for the inevitable vendor vetting process.

If you're considering open-source alternatives

The open-source stack is now your hedge, not your first choice. It will remain capable for most applications, but won't match frontier performance. That's fine for most businesses. What's not fine is being completely dependent on vendors who are actively restricting access. Diversification is risk management.

If you're an AI company yourself

The days of "we'll build a better model and win on performance alone" are largely over. You're now competing against a gatekeeping layer. This favors companies with distribution (existing customers, sales infrastructure) over companies with pure technical advantages. M&A and partnership matter more than you think.

The AI market is consolidating around access control. That's not healthy for innovation long-term, but it's the strategic reality your business decisions need to account for right now.
