How Do Contractors Estimate Temporary Works?

Walk past any construction site and you'll see it: scaffolding hugging the outside of a building, props holding up an excavation, a temporary road cutting across a muddy field. None of it ends up in the finished building. All of it has to be planned, priced, and built correctly — or the finished building never happens.

Estimating temporary works is one of the more specialized, and often underappreciated, skills in construction cost management. Get it wrong and a contractor can face blown budgets, safety incidents, or costly delays. Get it right, and it becomes a quiet competitive edge.

Here's how contractors actually do it.

What counts as "temporary works"?

Temporary works are any structure or system needed to support or protect the permanent build — or the workforce — during construction, without becoming part of the finished result. Think:

  • Scaffolding and access platforms
  • Formwork and falsework for concrete pours
  • Excavation shoring and trench boxes
  • Temporary bridges, roads, and haul routes
  • Site hoardings and fencing
  • Propping and needling for structural alterations
  • Dewatering systems
  • Crane bases and piling mats

Because these elements exist only for the life of the project, they're easy to underestimate — literally and figuratively. Yet they often represent a significant slice of a project's cost and risk.

Step 1: Understand the design and the site

Estimating starts before anyone touches a calculator. Estimators study drawings, specs, and geotechnical reports to see what the permanent works demand and what temporary support will get them there.

Site conditions matter just as much as the drawings. Ground type, water table, nearby structures, access, and weather all shape what's even feasible. Digging next to a busy road calls for a very different — and pricier — shoring system than digging in an open field.

Step 2: Scope every temporary element

Next comes identifying every piece of temporary works the project will need, usually tracked in a temporary works register that lists each item, who owns it, and its design status.

This is where a lot of estimates quietly go wrong. Miss a scaffold return, a propping sequence, or a phased shoring plan here, and it either turns into an expensive variation later — or gets improvised on site without proper design checks.

Step 3: Pick a method and sequence

There's rarely one way to shore a trench or support a slab mid-build. Cost, time, and risk all shift depending on the method chosen, so estimators work with site engineers and temporary works designers to lock in a construction sequence before pricing starts.

A phased propping approach might cut material cost but stretch the schedule. A prefabricated system might cost more upfront but save labor hours. These trade-offs get weighed against the project's actual priorities.

Step 4: Measure the quantities

With a method chosen, it's time for takeoff — measuring how much material, equipment, and labor the solution needs. That covers volumes for formwork, linear metres of shoring and hoarding, scaffold tonnage, equipment hire duration, and labor hours for erection, adjustment, and dismantling.

Much of this leans on historical project data and supplier specs, since a lot of temporary works equipment is hired, not bought.

Step 5: Price it out

Real numbers get attached to real quantities:

- Materials and hire — tube and fittings, timber, steel props, sheet piling, crane and excavator hire
- Labor — crews for erecting, monitoring, adjusting, and dismantling
- Design and engineering fees — most shoring and complex propping needs sign-off from a qualified temporary works engineer
- Inspection and maintenance — ongoing checks, often a legal requirement, that need to be priced in rather than forgotten

Step 6: Build in contingency

Temporary works carry more uncertainty than permanent works, because ground conditions shift, programmes slip, and weather delays dismantling. Good estimators price in a realistic buffer for known risks — not as padding, but as protection.

This is where experience shows. Someone who's dealt with unexpected groundwater on a shoring job knows to price for that possibility instead of assuming best case every time.

Step 7: Review before it locks in

Before submission, the estimate gets checked against the temporary works register, the programme, and the overall budget — closing any gaps before the numbers go into a tender.

Why it matters

Temporary works never appear in the finished building, but they carry real financial and safety weight. Underestimate them and you risk on-site improvisation and expensive change orders. Overestimate, and your bid stops being competitive. Getting that balance right takes both technical knowledge and hands-on experience — which is why many contractors bring in specialist estimators rather than treating temporary works as an afterthought line item.
