I just wanted to help spread the word about the new update to the Hacktoberfest rules. If you have completed a pull request, and it did not count you have probably already received a message of why it will not go into the review process, but if you are a maintainer, you may not know unless someone tells you. Maintainers have a lot going on, and may not see your message letting them know. So, here are the new rules for opting-in to participating in the event:
PRs count if:
Submitted during the month of October AND (
The PR is labelled as hacktoberfest-accepted by a maintainer OR
Submitted in a repo with the hacktoberfest topic AND (
The PR is merged OR
The PR has been approved
)
)
