New Feature: Milestone Notifications!

You now will receive notifications when you reach a new milestone for your posts! The current milestones are when your post hit a certain number of views or reactions. When you receive a notification, you'll see a random fun and congratulatory gif like this one:
Andy Samberg from Hot Rod says, "Let's Celebrate."

Since we're open source, we welcome you to add your own gifs from Giphy to congratulate your fellow community members. The gif should be square-like, and not too tall. Too wide is better than too tall. You'll need the Giphy ID code and the aspect ratio, calculated as height / width. You can see the code for it here: https://github.com/thepracticaldev/dev.to/blob/master/app/labor/random_gif.rb

Happy coding!

Can these as well as reactions in general be added as categories in the notifications panel?
