Microsoft's second day of Build 2026 in San Francisco delivered the conference's most audacious vision yet: Project Solara, an Android-based operating system designed to run AI agents instead of traditional applications.
Unveiled on Wednesday by Microsoft Corporate VP and Technical Fellow Stevie Bathiche from the company's Applied Sciences Group, Solara is a "chip-to-cloud platform" that aims to free computing from the constraints of the app paradigm — using AI agents that generate interfaces on the fly and move seamlessly across purpose-built devices.
"Boundaries are collapsing," Bathiche said. "You don't necessarily need the traditional app model. You don't need the traditional way of developing experiences."
What Is Project Solara?
Solara is not a consumer product — at least not yet. It is a hardware reference platform built on the Microsoft Device Ecosystem Platform (MDEP), an enterprise-oriented version of Android's Open Source Project (AOSP). Microsoft cannot call it Android since it is not a licensed Google build, but the underlying OS is Android through and through.
The core insight is deceptively simple: instead of downloading, installing, and managing apps for every task, users interact with AI agents that generate just-in-time interfaces based on context. A badge worn on a lanyard, a desk hub on a workspace, a pair of smart glasses — each device runs agents that understand the user's environment and act accordingly.
Microsoft's bet is that agents, not apps, are the next computing paradigm — and that the company that missed mobile's app era entirely can leapfrog straight to an agent-first world.
The Hardware: Badge and Desk Hub
Microsoft showed two working concept devices, both built from off-the-shelf components with partner silicon:

The badge is designed for hands-free interaction — healthcare workers scan patient QR codes, record and transcribe visits, log vitals, and start prescriptions directly from a wearable. The desk hub acts as a dedicated agent portal, offloading tasks from a primary PC and maintaining state across sessions.
Bathiche explained the decision to build purpose-built hardware rather than use smartphones: past healthcare trials with personal phones failed because patients felt uneasy and security requirements clashed with personal device management. A dedicated device offers a smaller attack surface, better battery life, and a camera oriented for face-to-face interaction.

Why Android, Not Windows
One of the more surprising technical decisions is the choice of Android over Windows. The reason comes down to hardware flexibility: MDEP is designed for smaller, lower-power devices that Windows was never optimized for. Yet it still includes enterprise IT essentials: patch and OTA update management, device integrity checks, Microsoft Defender, Intune, and Entra ID sign-in.
This positions Solara not as a Windows replacement, but as a companion platform for specialized endpoints. The desk hub, for example, pairs with a Windows PC, sharing context and passing tasks between environments.
Enterprise Pilots Already Lined Up
Microsoft has secured five pilot partners to begin testing Solara devices in real-world settings:
- AccuWeather — agent-driven weather intelligence
- Best Buy — retail floor agent assistance
- CVS Health — healthcare workflow agents
- Levi's — retail and inventory agents
- Target — in-store agent applications
Qualcomm CEO Cristiano Amon joined Nadella on stage to discuss the shared vision, calling it "the shift from apps to agent-first computing." Qualcomm is contributing its wearable and IoT chip expertise to power the badge form factor, with the badge reportedly running on the platform within three days of swapping chipsets.
The Competitive Landscape
Solara enters an increasingly crowded field of agent-first platform bets. Google is pursuing similar agentic interface concepts, showcased at I/O 2026. Amazon continues to expand Alexa's capabilities. OpenAI is reportedly developing its own AI-agent phone concept using MediaTek and Qualcomm silicon — the same partners Microsoft is working with.
What differentiates Solara, Microsoft argues, is the enterprise-first orientation. While a consumer agent device might need to handle every possible scenario, Solara devices are designed for specific organizational contexts — managed, secured, and scoped to defined workflows. The desk hub knows it belongs to a specific employee, connects to their work PC, and runs only authorized agents.
What's Missing: The Models
The most honest admission from Microsoft's team is that Solara is waiting for AI models to catch up to the vision. The concept devices are real and working, but the agents that would make them truly useful — context-aware, multi-step, reliable, and fast — are not quite here yet.

Analysis: Why This Matters
Project Solara is more than a moonshot concept. It signals Microsoft's strategic direction for the post-app computing era:
- Computing is specializing — the general-purpose smartphone and laptop are being augmented by purpose-built devices for specific contexts (work, healthcare, retail)

The badge and desk hub may never reach store shelves in their current form. But the message from Build 2026 is unmistakable: Microsoft believes the app is no longer the fundamental unit of computing. The agent is — and the company is building the platform to prove it.
