What is lacks is the practical side of how to implement Scrum. Kelly Waters wrote an excellent series of short articles How To Implement Scrum in 10 Easy Steps.
This recent article by Zach Bonaker called Truth, Lies, and Scrum mentioned that the organizations do adopt the "easy" part of Scrum -- the process changes for titles and ceremonies. But tend to ignore the "hard" part of Scrum -- the organizational changes. I thought it was a good, poignant article, which my organizations Scrum Coach shared with us.

I totally agree, the Scrum Guide is beautiful in it's simplicity, under 20 pages it can meticulously describe a process the powers so many companies worldwide.

And yes, regarding TACOS, many organizations try the so-called "scrum like", the scrum guide define a series of scrum values that are key for a successful implementation of the process. In order for scrum be implemented there needs to be support of the management of the organisations.
