Ctrl-v I # cannot comment out multiple lines

I find out that when I try to comment multiple lines with

Ctrl-v I #

it only change the first line by insert a #, but if I use other character instead of #, it works as normal, I used to using Ctrl-v I # to comment multiple lines, I don't know why it does not work today
