A PDF is enough when the studio stays in the loop, or the job is one printed run.
A live URL is better when the client will forward the guide to a printer, a developer, or an intern who was not in the briefing. One link. No login. No version folder.
Brandpad Brand is $50 per month for two brands (their help / pricing page). That is a portal. Overkill if you just delivered one identity and want it to stay findable for a year. Notion or Drive cover “here are the colours”, but they are not a single stable URL.
