Agent Composition Model: Model, Loop, Tools, State

In the previous article, we first removed one misunderstanding: an Agent is not a longer prompt.

That leads to the next question:

If an Agent is a runtime system, what are its minimum components?

This article keeps the scope small. We only focus on four minimal parts:

Model: judge the next step
Loop: drive the multi-step process
Tools: interact with the real world through a controlled protocol
State: keep the process connected

To keep these four words from becoming a glossary, we keep using the same example:

Help me figure out why this project's tests are failing, and fix it.

This task looks like one sentence, but it actually needs a small runtime system. The model must judge, the loop must advance, tools / Tool Runtime must execute under control, and state must record. Missing any one of them, the system falls back to "can only chat" or "easy to lose control."

More precisely, Model / Loop / Tools / State are not four nice nouns, but four responsibility boundaries.

Many Agent codebases become messy because responsibilities are mixed together:

Provider calls the model and secretly executes tools.
Loop advances turns and hard-codes permission rules in branches.
Tool reads files and directly mutates messages.
State stores facts while treating compressed summaries as sources of truth.

These patterns can run in the short term, but they are hard to extend. Once you add permission, replay, audit, recovery, evaluation, or context compaction, the system has no stable attachment points.

So this four-part model is not about splitting Agent into four directories. It answers a deeper question:

For an Agent that can do work, which responsibilities must be separated?

If the previous article answered "why Agent is not Prompt," this one draws the map for all later implementation.

Later we will write Provider Runtime, Tool Runtime, Context Engineering, Permission, Session Replay, Sub-Agent, and Eval. None of these appear from nowhere; all grow from the minimal four-part model:

Model becomes complex -> Provider Runtime is needed
Loop becomes complex -> Runtime Guardrails are needed
Tools become complex -> Tool Runtime and Permission are needed
State becomes complex -> Context, Memory, and Session Store are needed

Once these four parts are clear, reading any Agent framework becomes much easier.

Problem Chain

Shows that Model, Loop, Tools, and State are not parallel nouns, but four responsibility boundaries in a closed loop

This article's problem sequence is:

With only the model, the system can answer but cannot act
-> With loop, the system can advance multiple steps, but each step still only imagines
-> With tools, the system can operate on a real project, but actions must be recorded
-> With state, the model can continue from history, but state will grow, expire, and be polluted
-> Therefore runtime and harness are needed to organize the four parts into a controlled system

The minimal Agent is not four modules laid flat; it is a flowing closed loop:

State provides the current task state
-> Model judges the next step
-> Loop receives that judgment and advances
-> Tools execute controlled actions
-> Tool Result writes back into State
-> next turn continues

In this diagram, the Observation -> State edge is especially important. If tool results do not return to state reliably, the next model turn cannot see what just happened in the real world. Many demo-level Agents can only complete short tasks because this edge is too thin.

Drawing the responsibility boundaries more firmly gives another view:

Two "do nots" matter here:

Provider does not execute tools.
Tool Runtime does not bypass the event log and directly rewrite model context.

The first keeps the model-provider adapter replaceable. The second ensures what actually happened can be replayed, audited, and recovered.

This is the engineering judgment behind the minimal four-part model: the model can become stronger, but the system cannot collapse "judgment," "execution," "recording," and "projection" into one blob.

1. Model: It Judges, It Does Not Execute

The most visible part of an Agent is of course the model.

But we need to limit the model's responsibility first:

The model judges what should happen next. It does not actually do it.

In the "fix the tests" example, the model's first round may judge:

This is a judgment and an action intent. It is not the action itself.

If the model directly outputs:

and the system executes it unconditionally, it looks convenient, but problems arrive quickly:

  • Is the command allowed?
  • Is the current directory correct?
  • Could the output leak sensitive information?
  • How is long output handled?
  • How does this action enter the audit log?
  • If it fails, what kind of error is it?

So in Agent design, the model should not pierce system boundaries directly.

A steadier design makes the model output structured intent:

Now the model is only saying: "I suggest reading this file next."

Whether it can be read, how it is read, how the result is truncated and fed back, are decisions for the outer system.

This is the root of all later Harness design: the model proposes, the system executes.

You can think of the model as a judge that keeps reading the "task state."

Each round, its input roughly contains three parts:

Task goal: what the user wants
Facts: file content, test logs, search results, historical decisions
Available actions: which tools this round may call

From these, the model outputs two kinds of things:

final answer: it believes the task can end and gives the result
tool intent: it believes action is still needed and asks the system to call a tool

That is why model interfaces should be designed around "events" or "intents" from the start, not only around returning a string.

A minimal provider contract can look like this:

The point is not TypeScript details, but the boundary: provider only produces model events. It does not execute tools. Tool execution belongs to Runtime.

If the provider executes tools itself, system boundaries blur. Later, changing models, changing the tool pipeline, adding permission approval, or doing replay all become bound to the provider.

This boundary is easy to break in real engineering. Many SDKs wrap "model generated tool call" and "framework executed tool call" into a convenient interface:

That interface is good for demonstrating tool use. But if you are building your own Harness, watch whether it collapses two layers of responsibility. The model adapter may normalize return formats from different providers, but it should not own filesystem handles, shell authority, permission dialogs, or audit writes.

A steadier provider contract should satisfy several constraints:

It only receives ModelInput, and does not read global state.
It only returns ModelEvent, and does not perform external side effects.
It may stream text, but tool_intent must be a structured event.
It may express stop_reason, usage, and model metadata, but does not decide whether the task succeeded.
Tool results are written back by Runtime as Observation, then projected to the next model turn by Context Builder.

If provider code starts to smell like this, the boundary is slipping:

provider imports fs / child_process.
provider opens a permission confirmation UI.
provider appends tool result into messages.
provider retries the whole agent loop based on tool failure.
provider returns a "final answer" after executing tools, but without event trace.

These are not absolutely forbidden behaviors; they just do not belong in the provider layer. They should belong to Runtime, Tool Runtime, Session Store, or Context Builder.

One more detail: model output tool_intent should be treated as an "untrusted suggestion," not a command.

It may have invalid format, choose a nonexistent tool, contain out-of-scope arguments, or be influenced by prompt injection inside tool output. Runtime should handle it like external input:

The stronger the model, the more important this boundary becomes. Strong models plan better, and also rationalize dangerous actions better. Harness does not suppress model capability; it makes capability land through inspectable protocols.

2. Loop: It Turns Judgment Into Process

With only Model, the system still makes only one judgment.

Agent needs one more layer: loop, so the model can keep judging from new information:

This is the minimal Agent Loop.

In project debugging, it may run like this:

The value of loop is not simply "calling the model multiple times."

It provides process control:

  • When to continue?
  • When to stop?
  • What is the maximum number of turns?
  • Should a failed tool be retried?
  • How should the system exit when the user interrupts?
  • If the model gives no tool intent, should that be final?

Without loop, the model can only answer.

With an unbounded loop, the Agent can run away.

So from day one, loop should carry minimal control fields:

turn_count: current turn
max_turns: maximum allowed turns
abort_signal: whether the user interrupted
budget: token, time, and tool-call budget
last_error: previous error
stop_reason: why the run ended

Agent Loop is not a casual while true. It is more like a small task runner.

An engineering loop usually splits into clear phases:

prepare: read state and build this turn's input
infer: call model and receive text / tool intent / final
decide: decide continue, finish, approval, failure, or interrupt
act: execute a tool or wait for the user
observe: organize result and write it back to state
guard: check budget, turns, repeated errors, and compaction needs

These six phases are not ceremony. They create slots for later mechanisms.

This demo explains ReAct, but it cannot support real tasks. It has no budget, interrupt, permission, recoverable errors, tool result governance, or compaction. More subtly, it mixes "what the model returned" with "how the system should handle it."

An engineering loop should not simply ask:

Did the model produce a tool call?

Given the current state and policy, what runtime decision should these model events cause?

That tiny difference has large architectural consequences.

The model may output text and tool intent together, output multiple tool intents, output malformed intent, or request the same tool again after permission is denied. Loop's job is not blind execution. It interprets model events into runtime decisions:

Once this decision layer exists, later capabilities have somewhere to attach. Permission becomes request_approval, not scattered through tool functions. Compaction becomes compact, not ad hoc truncation when a tool result is too long. Repeated failure becomes repair or fail, not the model just "reflecting" again.

The pseudocode looks like this:

prepareInput is the entry to Context Engineering. decide is the entry to Runtime policy. pauseForUser is the entry to HITL and Permission. observe is the entry to Session Store and Trace. guard is the entry to budget, interrupt, compaction, and anti-loop protection.

So Agent Loop should not be understood as a naked while from day one. It is the main spine where later control points attach.

In the "fix tests" task, that spine is visible:

prepare: project the user goal, latest failure log, and available read-only tools to the model.
infer: the model requests read_file(package.json).
decide: this is a low-risk read-only tool, so allow it.
act: Tool Runtime reads the file.
observe: record file content, path, truncation metadata, and tool latency.
guard: check context budget; no compaction needed; enter next turn.

When the model requests run_command("npm test"), decide may no longer allow it directly. It must check permission mode, command risk, working directory, network policy, and possible long runtime. When the model requests edit_file, observe must write the diff and file version into state so later verification failure can be rolled back or explained.

The core value of Loop is not "looping"; it is placing every action turn into a governable lifecycle.

3. Tools: Turning "Want To Do" Into "Can Do"

Distinguishes the boundary between the model generating a tool call and the system executing a tool implementation

After Model and Loop combine, the system can repeatedly judge, but it still only spins in text.

Tools let Agent operate on the external world indirectly through Tool Runtime.

For a local CLI Agent, the first tool set is usually:

read_file: read a file
write_file: write a new file
edit_file: modify an existing file
search: search code
list_files: list a directory
run_command: execute a command

This looks plain, but it is already dangerous.

Each tool connects model intent to a real environment:

read_file may read secrets
edit_file may damage user code
run_command may delete files or access network
search may stuff a lot of irrelevant content into context

So the tool system must do at least five things:

define: define tool name, description, and argument schema
validate: validate model-supplied arguments
authorize: decide whether execution is allowed
execute: run in a controlled environment
observe: organize the result and feed it back to the model

Inside Harness, these split further:

schema: how the tool is understood and structurally called by the model
visibility: whether the model should see this tool this turn
permission: whether this specific call may land
execution: environment, budget, and interrupt semantics
observation: how result is compressed, referenced, structured, and fed back
audit: who approved and executed what under which state

That is why tools should not be only a function list. A function only answers "how to do it"; a tool protocol also answers "should the model know it, should it be allowed, and how do we leave evidence afterward?"

Many demos define tools as:

This helps explain the concept, but it is not a complete Tool Runtime.

In real engineering, a tool is more like a pipeline:

tool intent
-> schema validation
-> visibility filter
-> permission gate
-> sandbox execution
-> result truncation
-> observation
-> audit event

Tools are not a capability list; they are a controlled execution protocol.

There are two common mistakes here.

The first is defining a tool as a plain function:

That is implementation detail, not a tool protocol. The protocol must also describe name, purpose, schema, risk level, read-only status, concurrency, output budget, and error presentation.

The second mistake is thinking about permission only after execution.

The right order is to first decide whether the model can see this tool this turn, then decide whether this specific call can execute. Visibility and execution authority are two gates; do not mix them.

"Visibility" is not UI optimization. It is a security boundary.

If the current mode forbids file writes, the model should ideally not see edit_file at all. Otherwise it plans around an action that cannot land; Runtime rejects it later, and it spends turns in a "want to edit but cannot edit" path, possibly looking for detours.

A better design separates:

candidate tool pool: what the system supports in theory
visible tool set: what the model can see this turn
executable call: whether a specific tool intent is allowed

Do not mix these layers.

Candidate tool pool is product capability. Visible tool set belongs to context building and policy pruning. Executable call belongs to permission judgment. The audit log records what finally happened, not just what the model "wanted to do."

A more engineering-shaped tool definition may look like:

Each field matters.

inputSchema lets the model output structured intent. visibility controls this turn's action space. risk and isReadOnly support permission governance. authorize connects user rules, project rules, sandbox policy, and runtime mode. observe translates real execution results into observations the next model turn can understand. audit makes the action explainable, replayable, and accountable.

Once tools are modeled this way, they stop being "functions" and become capabilities Runtime can govern.

Tool errors should also be part of the protocol.

If read_file fails and only returns:

the model may infer the meaning, but Runtime cannot tell whether this is recoverable, permission-related, a path error, or an environment error.

A steadier observation distinguishes:

This lets Loop make more definite decisions:

not_found: ask the model to try another path or search first.
permission_denied: enter approval or explain boundary.
timeout: allow one constrained retry, or switch to a narrower command.
invalid_input: ask the model to repair arguments; do not execute.
execution_failed: write stderr and exit code back as observation.

The clearer the tool protocol, the less the model has to guess from vague errors.

4. State: Giving Agent Continuity

If every model call only sees the original user request, Agent has no continuity.

It keeps repeating:

I should inspect the project structure first.

or forgets the failure log that a tool returned one turn ago.

State saves the task state and reorganizes it before the next model call.

Minimal state may contain:

user_goal: user goal
messages: conversation and observations replayable to the model
tool_results: tool execution results
artifacts: plans, diffs, test reports, and intermediate artifacts
turn_count: current turn
budget: remaining budget
pending_actions: high-risk actions waiting for confirmation

In the "fix tests" example, state accumulates:

Only when the next model turn sees this state can it make informed judgments.

But state also creates new problems.

It grows long, goes stale, conflicts with itself, and can be polluted by malicious text in tool results.

For example, a test log might contain:

This must not be treated as a system instruction. It is untrusted tool output.

So state is not "put all history into the prompt." It needs Context Engineering: selection, compression, isolation, ordering, referencing, and governance.

We will discuss that layer separately later.

For now, distinguish four terms that are easily mixed together:

State: full task state saved by the system
Context: visible information prepared for this model call
Memory: cross-session reusable information

And one more term that matters in production:

They are best separated like this:

The easiest confusion is between State and Session log.

Session log is the source of truth. It should record immutable events as much as possible:

what the user said
what events the model emitted
what the system approved or refused
what tools actually executed
what observations tools returned
what state deltas happened

State is the current work state folded from these events. It can be cached, rebuilt, or indexed for performance. But if state conflicts with session log, the event log should be trusted.

This design looks annoying, but once Agent needs resume, debug, eval, or replay, it becomes valuable. Otherwise you can only see a final result and cannot explain why a decision was made.

Their relationship is not one giant prompt; it is repeated projection:

The diagram says one thing: the model always sees a projection, not the whole reality.

The system may save ten thousand lines of test logs, but this turn only show the twenty most relevant lines. It may save full history, but this turn show only recent steps and compressed summary. It may have long-term memory, but every retrieval needs source and boundary.

Without projection, Agent quickly hits three problems:

context explosion: every historical item is stuffed in, making cost and latency uncontrollable.
mainline loss: too much irrelevant information, and the model loses the point.
trust pollution: tool output, webpages, and log text are mistaken for instructions.

State is the basis of Agent continuity. Context Policy is the basis of Agent staying clear-headed over long tasks.

Adding Session log gives a more complete relationship:

The engineering meaning is:

Session log provides traceability.
State reducer folds events into the current task state.
Context projector projects the current task state into model input.
Memory store retrieves across tasks, but is not automatically fact.

So do not let tools write prompt directly, and do not let the model write long-term memory directly. The steadier path is:

tool output -> observation event -> state reducer -> context projector -> model input

If a tool discovers "this project uses pnpm," it can write that fact as an observation into the event stream. Runtime can update package_manager in state. Context Builder can include it in the next model input. Whether it should enter Memory should wait until it is verified and annotated with source, scope, and expiration.

Long-term memory especially needs restraint. Cross-task experience is tempting, but also easy to pollute:

"This project always uses npm test" may only hold for one branch.
"The user likes direct code edits" may be a temporary preference.
"This error usually comes from foo.ts" may be coincidence from the last task.

Then Context Builder can decide what to treat as a rule, what to treat only as weak hint, what has expired, and what must be reverified.

In this tutorial's main line, start with the simplest memory policy: do not jump straight into long-term memory. Make the session log and state solid first. After the Agent can reliably complete one task, write only verified, reusable, sourced experience into Memory.

5. How the Four Parts Fit Together

Now place the four parts back into one closed loop:

State: current task state
-> Model: judge the next step
-> Loop: decide continue, stop, or execute
-> Tools / Tool Runtime: execute controlled action
-> State: record observation and side effects
-> Model: continue judging from the new task state

That is the skeleton of the minimal Agent.

As responsibility boundaries, the skeleton can be written as four harder engineering constraints:

Model can only propose next-step intent; it cannot bypass Runtime to execute actions.
Loop only advances lifecycle; it cannot hard-code tool implementation details into the main loop.
Tools only operate on the external world through protocol; they cannot bypass permission and observation pipelines.
State only saves and folds facts; it cannot treat this turn's prompt as the source of truth.

These sentences matter more than the four words themselves. Module names can change; responsibility boundaries should not casually change.

One-sentence version:

Model judges, Loop advances, Tools act on the world, State records the state.

A system closer to Claude Code adds more control points:

This diagram is closer to the later Harness shape.

Runtime / QueryEngine holds long-lived session state. Context Builder decides what the model should see this turn. Permission Gate decides whether the model's request can land. Tool Runtime turns action into controlled execution. Session State writes results back to the source of truth. Guardrails check whether to stop, compact, retry, or ask the user.

Complex Agent architecture is just adding control points at key positions of the minimal loop.

From this view, framework differences are less mysterious. They may be called Graph, Runner, Executor, QueryEngine, or AgentRuntime, but they answer the same questions:

How is model output interpreted as events?
How is the tool menu pruned each turn?
How are tool calls wrapped by permission and sandbox?
How do observations return to state, not only strings?
How does a long task preserve the working state under context pressure?
How does failure recover, retry, attribute, or stop?

Different frameworks answer differently. Some are workflow-oriented and make steps explicit as graphs. Some are Agent-oriented and let the model choose next steps. Some are task-runner-oriented and bring issue, branch, test, and PR into lifecycle. Whatever the surface form, stable multi-step execution cannot escape these responsibility boundaries.

6. Runtime Is the Traffic Rules Between the Four Parts

At this point, a minimal Agent is clear.

But to write real code, we need a name for "the traffic rules between components": Runtime.

Runtime does not manage one part; it manages how the parts cooperate:

After the model returns tool intent, who parses it?
After tool execution fails, who decides whether to retry?
When result is too long, who truncates it?
When budget is exceeded, who stops?
When the user interrupts, who cleans up state?
When a tool needs approval, who pauses the loop?

Runtime is the execution control layer of Agent.

As the boundary expands outward, Runtime gradually grows into Harness:

Runtime: manages the execution process of one Agent run
Harness: manages execution environment, tool protocol, context, lifecycle, observability, verification, and governance

A framework may implement part of this, but Harness is more a set of engineering responsibilities and control planes outside the model than a framework name.

This is the tutorial's later main line: we do not design a huge architecture up front. When each component hits real problems, we add the necessary control layer.

From a code-module angle, later we will likely split the system into these load-bearing files or directories:

contracts: stable protocols such as ModelEvent, ToolIntent, Observation, AgentState
provider: adapt different model APIs into one ModelProvider
runtime: implement loop, budget, abort, error handling
tools: register tools, validate parameters, execute, and feed results back
context: project state / memory / docs into this turn's ModelInput
session: save event log, artifacts, resume checkpoint, and support state reducer
permission: handle risk level, approval, sandbox policy, and audit
eval: turn trace and test cases into regression feedback

These directories are not for architectural show. They catch the pressure produced when the four parts become complex.

The minimal Agent can live in one file. The early tutorial chapters will also begin from one file. But readers should know that the single file is for seeing the mechanism clearly, not the final shape.

7. Common Beginner Confusions

1. Model vs Agent

Model is the judge; Agent is the runtime system.

The model can output next-step suggestions, but Agent organizes the multi-turn process, calls tools, saves state, and ends the task.

2. Tool call vs tool execution

Tool call is more accurately tool intent.

It is only the structured action request proposed by the model. Before actual execution, it should pass parameter validation, permission judgment, sandbox execution, and result feedback.

3. Messages vs State

Messages are part of state, not all of state.

Agent also needs to save runtime information such as budget, turns, artifacts, tool results, error records, and approval state.

4. State, Context, Memory, Session log

Draws State, Context, Memory, and Session log as understandable layers and projections

These four terms are easily mixed into one "big prompt."

A steadier split is:

Session log: event log as the source of truth, recording what happened.
State: current task state folded from events.
Context: information projected to the model this turn.
Memory: retrievable cross-task experience and long-term facts.

If you can only do one well first, prioritize Session log. Without a source of truth, state, context, and memory all become unverifiable summaries.

5. Loop vs Runtime

Loop is the structure that "advances repeatedly."

Runtime is the rule set that makes that structure run under control, including budget, interrupt, errors, permission, and recovery.

6. Tool schema vs tool implementation

Tool schema is the protocol the model can see and use to generate structured intent.

Tool implementation is the host program's real action code.

Between them are validate, visibility, permission, execution, observation, and audit. Without these steps, tool calling degenerates into "the model writes parameters and the program gambles on execution."

8. Why the Next Step Is Boundary Comparison

Now we have the minimal composition model of Agent.

But this does not mean all LLM applications should become Agents.

Some tasks only need ChatBot. Some are better as Workflow. Some need Agent. Only when Agent must run stably over time does it need a fuller Harness.

The teaching project can turn the four parts into concrete files: MockModel for Model, runAgentLoop() for Loop, ToolRegistry for Tools, and JsonlSessionStore for State. The important part is not naming symmetry. It is the direction of data flow: the model emits messages or tool intent, the loop advances the task, the tool runtime owns side effects, and the store builds context for the next turn.
