Honestly, why would it be forbidden to share something publicly available on the internet (e.g. Twitter) while including the reference to the creator/author? I've cited tons of articles without asking for permission. Of course you have to make sure to explicitly state, who's the creator, where was the content originally published.

I can't believe that Twitter user is butthurt. You have credit & didn't claim it as yours. I'd have responded with something like
"Cool! Glad to see my pointers being shared like that! I have more on my profile here!"
