The region offers several practical advantages for large data centre development: available land, access to power infrastructure, proximity to Savannah's logistics network and a state government that has been active in attracting technology investment. Georgia has become an increasingly competitive location for data centre development, with tax incentives and infrastructure investment making it attractive relative to more saturated markets like Northern Virginia or the Pacific Northwest.
The choice of a rural county rather than a metropolitan area also reflects a broader shift in data centre siting strategy. Power availability and land cost are increasingly the binding constraints, and rural locations with access to grid infrastructure and renewable energy sources are winning projects that would previously have defaulted to established tech corridors.

OpenAI's Effingham investment is part of a declared commitment to expand US-based AI infrastructure significantly. Earlier this year, the company announced the Stargate initiative alongside SoftBank and Oracle — a planned $500 billion infrastructure programme, though the confirmed initial commitment is $100 billion. The Georgia campus appears to be a component of that broader buildout, though OpenAI has not confirmed the specific relationship between the two programmes.
The scale of investment across the industry reflects a consensus view among foundation model providers that compute availability will be a primary competitive constraint over the next several years. Building or securing data centre capacity now is seen as a strategic necessity, not just an operational one.
