Cyprus Pink Slip (ARC) 2026: What Non-EU Founders and Retirees Actually Need

The Yellow Slip gets all the attention in Cyprus relocation guides. But if you are not an EU citizen — American, British post-Brexit, Israeli, South African — the document you need is different: the Pink Slip, officially called the Alien Registration Certificate (ARC).

Here is how it works, what it takes to get one, and how it connects to Cyprus Non-Dom status.

Yellow Slip vs Pink Slip: The Core Distinction

Both documents register you as a resident of Cyprus. The difference is who each one applies to:

  • Yellow Slip (MEU1): For EU/EEA citizens exercising free movement rights. Permanent, no renewal required.
  • Pink Slip (ARC): For non-EU/EEA third-country nationals. Temporary, typically valid 1-3 years, renewable.

Neither document is a visa. Both are residence registration documents issued after you are already in Cyprus legally.

Who Needs the Pink Slip

Non-EU nationals who plan to reside in Cyprus for more than 90 days need an ARC. This includes:

  • US and Canadian citizens
  • UK citizens (since Brexit)
  • Israeli nationals
  • South African and Australian nationals
  • Any non-EEA passport holder

Short-stay visitors on tourist entry (up to 90 days in any 180-day period) do not need an ARC. But anyone planning to establish tax residency, work, or stay longer will need to apply.

What You Need to Apply

The ARC application is submitted at the Civil Registry and Migration Department in your district. Required documents:

  • Valid passport with appropriate visa or entry stamp
  • Biometric data (fingerprints and photograph taken at the Civil Registry)
  • Proof of accommodation (rental contract or property ownership)
  • Proof of sufficient income or resources
  • Valid health insurance (private coverage required for most categories)
  • Specific documents depending on the basis for your stay: work contract, company registration, proof of investment, or Category F income evidence

Processing time ranges from 4 to 12 weeks depending on district, applicant volume, and application category. Larnaca and Paphos tend to be faster than Limassol and Nicosia.

The Pink Slip and Tax Residency

Getting a Pink Slip does not automatically make you a Cyprus tax resident. Tax residency is a separate determination based on days spent in Cyprus under either the 183-day rule or the 60-day tax residency rule.

The 60-day rule — which lets you qualify with just 60 days in Cyprus while traveling the rest of the year — requires maintaining a property in Cyprus. For non-EU nationals, this means you typically need the ARC first to establish your legal residence, then build the documentation to support the 60-day tax residency claim.

The sequence for non-EU citizens is roughly:

  1. Obtain the appropriate entry visa or permission
  2. Secure accommodation (rental contract in your name)
  3. Apply for ARC at the Civil Registry
  4. Accumulate the minimum days in Cyprus (60 or 183 depending on route)
  5. Apply for Non-Dom status alongside tax residency registration

Non-Dom Status for Non-EU Nationals

Non-Dom eligibility is not restricted to EU citizens. Any Cyprus tax resident who was not domiciled in Cyprus for the 20 years prior to becoming a tax resident qualifies. This means US, UK, Israeli, and other non-EU nationals can access the Non-Dom benefit on exactly the same terms as EU citizens.

Under Cyprus Non-Dom status, dividend income received from a Cyprus company is subject only to 2.65% GHS (healthcare levy) — no income tax, no Special Defence Contribution. For a founder distributing EUR 100,000 in dividends, the total tax is EUR 2,650. That rate is available to non-EU nationals who have properly established Cyprus tax residency and obtained Non-Dom status.

Category F: The Route for Non-Working Retirees and Passive Income Earners

Non-EU nationals who do not plan to work in Cyprus and live off foreign income can apply for the Category F residence permit. Requirements include:

  • Annual income from abroad of at least EUR 30,000 (for a single applicant)
  • Additional EUR 5,000 per dependent
  • Proof that income is generated outside Cyprus (pension, dividends, rental income from foreign properties, etc.)

Category F does not require a work visa and is the standard route for financially independent non-EU nationals retiring to Cyprus or living off investment income. It is renewable and can serve as a path toward permanent residence after several years.

Practical Timeline

For a non-EU national starting from scratch:

  • Week 1-2: Arrive in Cyprus, sign a rental contract
  • Week 2-4: Submit ARC application with required documents
  • Month 2-4: ARC issued (variable by district)
  • After 60+ days in Cyprus: File for tax residency certificate
  • Concurrent with tax residency: Apply for Non-Dom status confirmation

The ARC is the administrative foundation. Without it, none of the tax structuring steps that make Cyprus attractive are accessible for non-EU nationals.

The Bottom Line
