Quick answer: for most UAE mainland commercial and industrial activities, you do not need a UAE national sponsor at all anymore. Federal Decree-Law No. 26 of 2020, amending the Commercial Companies Law, opened 100% foreign ownership for most mainland LLC activities from 1 June 2021.
When a sponsor is still involved
Only two situations still involve a sponsor-type relationship:
- Strategic impact activities. A short, Cabinet-defined list of sectors where Emirati shareholding remains mandatory.
- Professional licences, civil companies and foreign branches. These can be 100% owned by the founder but usually appoint a Local Service Agent, who holds no shares, no profit share and no management authority.

What a Local Service Agent Agreement should include
- Clear statement of no ownership, profit share or asset claim
- A fixed annual fee, not a percentage of profit
- A defined list of services
- Exit and notice terms, with handover of pending government transactions
- No signing authority over bank accounts or contracts
- A dispute resolution clause
Red flags before signing
- Profit-percentage fees for an LSA role
- No written agreement, or a generic one-page template
- Sponsor asks for signing authority on your operating bank account
- Pressure to pay several years upfront with no exit clause
- Being told a sponsor is required when your activity qualifies for 100% ownership
