When do you know if you should switch projects?

So how do you know that you need to switch from the project you are currently working in to some other project. And how do you choose which project to go to? And how do you request for joining the project which you want to work on? Honestly, I have never done this and so I have no clue but I really want to know! So please leave your experiences, thoughts, suggestions, etc in the comments!
