The thing it doesn't do is enforce anything. The meeting carried no regulatory force. This is soft power, and soft power only works if the people on the receiving end actually feel pressure. Whether these labs do is unclear.

The King's question is honest. We don't know if the labs will take it seriously. They probably won't change their roadmaps.
