I would say it depends. I prefer Hugo if I'm going to start with a pre-existing template, but I find that Nuxt does a better job of staying out of my way when it comes to starting from scratch and building my own templates.
All of my cover images are from undraw, which has tons of open-source illustrations that you can customize.
