Musk definitely changed the world (I'm 100% sure we need to convert to electric cars) but he's also a Tony Stark like figure which scares me a bit due to the level of his intelligence and capabilities.
I too do not think Tesla is going to bring us to level 3 (or 4 or 5) cars anytime soon. But building a fleet of shared autonomous electric cars has always been a goal of his since the beginning of Tesla. He's not going back on that but he'll probably scrap level 3 and go Waymo's route. Or at least I hope.
For this very reason, several car companies have decided to skip level 3 autonomy altogether. I believe Google was the first to publicly abandon the idea of level 3 autonomy and then others followed.
I honestly do not understand why they are pushing towards autopilot level 3 instead of developing fully autonomous car. Except for marketing reasons (and the fact they don't have infinite money). It could probably be the end of Tesla if they botch it and they probably will as you say. I'm glad that in the meantime the other car companies, thanks to Tesla and Musk, have started taking electric cars seriously. Well, every car company except FCA :D
