I'm not sure if that would motivate him or discourage him. or even if it would be appropriate to tell him this.

I think that if it will discourage or motivate him totally depends on which words you will choose.

If you would say something like "you stupid for this job, but you can take a shot" (exaggerated example) - this would discourage.

If you would say something like "I see you are learning and trying hard, but I feel like you are not there yet and it will take some time for you to get to the required level, you can take a risk and try to learn on the job. Downside is that we have pretty strict rules here, and if you will fail to catch up in N months you likely be out." And the obvious questions here are what is missing (which area of knowledge), what is the N in "N months".

There are terms for it if you are into this kind of life-couch-thingy:

  • ruinous empathy - you have empathy for the person, but you don't give honest feedback, because you are afraid it will disappoint or discourage
  • radical candor - you have empathy for the person and give honest feedback in soft tone, because you care and want to help
