Where the quick edit pen and wrench icons have disappeared in Blog . com from google?

I'd like to ask about the quick edit pen that appears usually at the end of blogger posts because it has disappeared two days ago?
Even wrench icons, they have disappeared too?
Note:

• my template is from Blogger. com itself.
• The missed tools I mean, supposed to be seen when the blogger browse his post outside his/her blog.

I tried another template from outside blogger and the same problem still there.
