Most business websites run trackers that were added during development and never audited. Basic scanner tools catch the obvious ones — but the worst violations are invisible to them.
Here's what I learned building TrackGuard Pro, a compliance scanning tool for detecting hidden trackers on business websites.
The Technical Challenge
Basic tracker detection is straightforward — check the DOM for known script signatures. The hard part is everything else:
1. Pre-Consent Detection
Does the tracker fire before any consent banner renders? You need to intercept network requests from the moment the page starts loading, before any user interaction. Most free scanners only check what's on the page after it loads — they miss the initial burst of tracker calls.
2. Consent Rejection Testing
If a visitor clicks "Reject All," does tracking actually stop? This requires:
- Loading the page fresh
- Interacting with the consent mechanism
- Selecting "Reject"
- Monitoring all subsequent network requests
- Comparing pre-reject vs post-reject traffic
In many implementations, rejecting consent changes a cookie value but doesn't actually stop the tracking scripts from firing.
3. Server-Side Tracking
Some implementations proxy tracker calls through first-party domains. Instead of calling connect.facebook.net directly, the site routes the call through analytics.yourbusiness.com. Browser extensions and basic scanners see a first-party request and flag nothing.
Detecting this requires analyzing request payloads, not just domains.
4. Evidence Quality
A screenshot says "this tracker was here at this moment." That's not enough for compliance documentation. You need:
- Cryptographic hashes of all captured data
- Full network request/response logs
- Timestamps with verification
- Reproducible scan methodology
- Evidence packets that can withstand legal scrutiny
What Industries Are Most Exposed?
- Healthcare — clinic websites, telehealth portals, patient intake forms
- E-commerce — payment pages, account creation, checkout flows
- Professional services — law firms, financial advisors, accountants collecting client data
- Government — California AB 1637 requires .gov migration by 2029, and most city websites run trackers on pages residents are required to use
The Approach
TrackGuard Pro runs headless browser scans that:
- Load the target page without prior cookies or consent state
- Capture every network request and payload from first byte
- Identify known tracker signatures (Meta Pixel, Google Analytics, TikTok, session recorders)
- Test consent mechanisms — accept path and reject path separately
- Analyze first-party requests for proxied tracker payloads
- Generate hash-verified evidence reports
