SaaS ATS vs self-host: the real decision
Multi-tenant SaaS (Greenhouse-class tools and peers) wins when you want:
- Fast time-to-value and a polished marketplace of integrations
- Vendor-operated uptime, support SLAs, and compliance paperwork you can attach to a questionnaire
- A hiring process that already matches the product’s defaults
Self-host (or a single-tenant custom deploy) wins when you want:
- Data and keys on infrastructure you control
- Stages, permissions, branding, and AI keys shaped to your stack — not bent into seat tiers
- No per-recruiter tax as volume grows
- An exit path that is “fork and keep running,” not “export CSV and hope”
Neither model is morally superior. The failure mode is buying SaaS and fighting workflows you cannot change — or buying OSS and treating it like free SaaS with zero ownership budget.
If your real competitor is enterprise SaaS, start with a Greenhouse alternative framing rather than a generic “best ATS” list.
Honest landscape: focused ATS, suites, and pivots
OpenCATS — battle-tested classic tracker
OpenCATS remains the name most people hear first for a free, self-hosted ATS. It is a traditional pipeline tool on a LAMP-style stack, actively patched into 2026, with longevity that agencies and solo desks still value.
Where it wins: Proven candidate database and stages; your team already knows the workflow and accepts a dated UI plus operator patching.
Where it struggles: Modern mobile UX and optional LLM depth. For 2026 recruiter polish, OpenCATS is often a baseline, not the end state.
Horilla — open-source HRMS with recruitment
Horilla is a Django-based HR suite with recruitment as one module among leave, payroll, and broader people ops. That is a strength when HR and hiring should live in one system.
Where it wins: You want open-source HRMS breadth and recruiting is not the only workload.
Where it is a mismatch: You only need a focused ATS. Pulling in a full suite increases surface area for security reviews and day-two ops.
OrangeHRM — open-core HR + light recruiting
OrangeHRM’s community/starter story covers core HR and basic recruitment. Advanced capabilities (APIs, richer talent modules, connectors) often sit behind commercial editions — classic open-core.
Where it wins: Light internal hiring beside HR administration, especially if Advanced is already in budget.
Where to be careful: Agency / high-volume desks and teams that assumed “community = full ATS.”
Odoo Recruitment & ERPNext HR — ERP modules, not lightweight ATS
If you already run Odoo or ERPNext, their recruitment modules avoid a second system of record. That is usually the correct call.
If you do not run those ERPs, adopting one “for the ATS” is overkill. You inherit ERP complexity for a hiring problem.
Reqcore — archived self-host story vs hosted product
