Yes - you can read a public Telegram channel in a plain web browser, no app, no account. Type t.me/s/<channelname> and you get the last ~20 posts as HTML: text, media, view counts, subscriber count, timestamps. That /s/ preview endpoint is the same one Telegram's own embed widgets use.
