Executive trust is no longer only about what AI can read.

It is also about what AI can do in the name of a high-authority user.

Microsoft 365 Copilot Cowork can perform work across email, calendars, Teams, documents, organizational search and files. It can prepare briefings, draft communications, schedule meetings, organize information and complete multistep activities.

Cowork can also use approved plugins and perform browser-based tasks through a user’s signed-in Microsoft Edge session.

For an executive, these capabilities intersect with some of the organization’s most sensitive information and consequential activities.

This R.A.H.S.I. Framework™ Analysis introduces the Executive Trust Boundary: a proposed governance architecture separating productive AI delegation from authority that must remain explicitly controlled by the human executive.

The Central Question

If AI can prepare and perform work using executive context, which decisions and actions must remain visibly human?

This is not simply a question about whether an AI system has permission to access information.

It is a question of delegated authority, business consequence and accountability.

Why Executive Delegation Is Different

An executive identity may have legitimate access to:

  • Board and leadership material
  • Corporate strategy
  • Financial information
  • Legal and regulatory matters
  • Workforce and organizational decisions
  • Mergers and acquisition activity
  • Confidential stakeholder communications
  • High-impact calendars and meetings
  • Sensitive SharePoint and OneDrive content
  • External business applications

This access is appropriate for the executive.

However, the fact that information is accessible does not automatically mean every AI-assisted use, destination or action is appropriate.

The Executive Trust Boundary addresses the difference between:

Information the executive is permitted to access

and:

Authority the executive intends to delegate to AI

From Assistance to Delegation

Traditional assistance primarily helps a user understand, summarize or prepare information.

Agentic delegation can go further by helping perform work across organizational systems.

The governance conversation therefore changes.

It is no longer only:

“Can Copilot produce this information?”

It also becomes:

“Should Cowork perform this action using executive authority, in this context, for this audience?”

The Executive Trust Dimensions

At a strategic level, the Executive Trust Boundary considers six connected dimensions.

1. Intent

The requested work should remain aligned with the executive’s actual business purpose.

The ability to infer and complete multiple steps does not remove the need for clear human intent.

2. Authority

AI-supported activity should remain within the authority that the executive consciously intends to delegate.

Technical access and delegated business authority are related, but they are not identical.

3. Information

The information used for a task should be appropriate for its purpose, audience and destination.

This consideration becomes especially important when work involves confidential, regulated, privileged or strategically sensitive information.

4. Consequence

Not every action has the same organizational impact.

Drafting a private summary is different from sending an external communication, changing a calendar, posting in Teams or submitting information through a browser-based application.

5. Human Approval

Approval should represent informed human judgment rather than a routine click.

The executive should understand what is being performed, where the information is going and what consequence may follow.

6. Accountability

The organization should be able to establish what was requested, what was prepared, what was approved and what action was ultimately performed.

Accountability must remain human even when execution is AI-assisted.

The Trust-Boundary Questions

Every executive AI delegation should be able to answer:

  • Is the purpose clear?
  • Is the activity within the executive’s intended delegation?
  • Is the information appropriate for the task and audience?
  • Are recipients and destinations understood?
  • Could the action create an external or irreversible consequence?
  • Are the model, plugin, browser and connected services permitted?
  • Does the executive receive meaningful approval context?
  • Will the resulting activity remain discoverable and auditable?
  • Can control be returned to the human when judgment is required?

These are strategic governance questions.

The underlying technical rules and enforcement logic are intentionally not disclosed in this public analysis.

Controlled Delegation

The Executive Trust Boundary does not treat every activity in the same way.

At a conceptual level, delegated work may be:

  • Prepared for the executive
  • Presented for review
  • Continued after informed approval
  • Restricted to an authorized boundary
  • Returned to the human executive

The appropriate response depends on context, authority, information sensitivity and potential consequence.

Microsoft Purview can also support data security, compliance and auditing for Microsoft 365 Copilot and Cowork activities.

The governance model should not make every activity unnecessarily difficult.

It should apply proportionate oversight where information sensitivity, audience, external impact or business consequence increases.

This creates a simple principle:

The greater the authority and consequence, the stronger the required human trust boundary.
