I recently found that reddit is a treasure trove of ideas. Just read what people are complaining about in your subreddits of interest, and try to solve their problem. Added benefit is they might become early adopters.
For a startup to have an Impact over society, it has to be Unique and Effective idea. And such ideas can't be asked from people, because if someone would have a such idea he/she might gonna keep it to themselves.
IMO you should start your own startup when you've got this amazing soultion to a problem. you don't think about starting a startup just to start one, it should be like "yo remember that fucking problem we had? iv'e got it! let's tell the world about it"

could entries could be user-generated or done by machine learning too
