Authenticator app. If you originally bound an app like Google Authenticator instead of SMS, the same app's cloud backup or transfer key still produces codes after a phone change. Appeal form. If all else fails, file an X account appeal with your signup email, past passwords, and devices used. Human review then unbinds the old number.
