Generating ES3 from Typescript?

Can one generate pure ES3 from Typescript?

Something changed between Typescript 4.0.x and 4.1.x and I'm mystified. Previously I was able to generate pure ES3 from ES(whatever) code. I'm developing in Visual Studio Code.
