Somewhere in that twitter account I saw what I thought was a reasonable solution. Allowing github users to have some form of rating and repos having requirements that allow/disallow contribution to prevent such spam.

Apparently there's some youtube channel youtu.be/v9902nonYas?t=360 telling people to do this for a free shirt.πŸ€¦β€β™‚οΈ
