I did just that in about JS 5 years ago. as a small walki talki app
on GitHub: mp3-web-recorderModule
It can run in browser and compress to mp3.
a few months ago I presented it again to a colleague and it still worked, just needed a little fix due to more restrictive (better) access to the microphone.
If you need JS, you might understand the source, it is not to much.
