When evaluating a CTO, architect, or senior engineer, their ability to articulate a realistic 12-month AI roadmap is the single most predictive signal of execution capability. I use a three-axis scoring framework—phasing, architecture fit, and governance—that separates strategic thinkers from fantasy architects. You can lift this directly into your hiring process.
The context I always set: a mid-size B2B SaaS company with an existing monolith, messy data, a small team, and a CEO demanding "AI copilots" in under a year. I'm not grading on perfect architectures; I'm grading on how they think under real-world constraints and resource scarcity.
Phased, Outcome-Driven AI Roadmap (25 points)
I'm looking for a clear sequence of phases over twelve months, with each phase tied to measurable business outcomes—not just activity or feature shipping.
Strong answers sound like: "Phase one earns the right to build by de-risking data and shipping a prototype. Phase two ships the first copilot with measurable business impact. Phase three doubles down on what works and formalises governance."
Weak answers sound like: "We'll build microservices, set up Kubernetes, integrate OpenAI, and scale." (No outcomes. No trade-offs. No risk acknowledgment.)
What I'm listening for:
- Explicit risk de-risking in Phase 1 (data quality, vendor lock-in, regulatory fit)
- Revenue or efficiency impact tied to Phase 2
- Governance and monitoring baked into Phase 3, not bolted on later
- Honest resourcing constraints ("We can't do X without hiring Y")
Fit-for-Context Architecture and Build-vs-Buy (35 points)
Here I want them to respect the current stack and team capacity. Do they keep the core on the existing cloud and introduce AI through sidecar services? Do they lean on managed LLMs and platforms early, only talking about custom hosting or sovereign options when scale or regulation justify it?
Top answers make explicit trade-offs:
- "We choose this managed service over building our own because of X, Y, and Z."
- "We avoid custom fine-tuning in year one because our data isn't clean enough; we'll revisit in Q3 2025."
- "We keep the monolith for now and add AI through API sidecars; refactoring happens only if we hit scaling walls."

Weak answers:

I expect them to:

- Centralise and classify data (what's sensitive, what's not, what's regulated)

- Bring legal into the process early (not as a gate at the end, but as a design partner)
- Define which AI use cases are off-limits in year one because of governance risk (e.g., no AI-driven hiring decisions, no autonomous customer refunds)
- Build monitoring and audit trails for AI decisions in production
Bonus points if they're opinionated about:
- Which LLM vendors meet your compliance requirements (GDPR, SOC 2, FedRAMP, etc.)
- How to handle hallucinations in customer-facing AI (guardrails, human-in-the-loop, audit logs)
- When to bring in an external AI Compliance audit
Weak answers:
- "We'll use OpenAI and assume it's secure." (No due diligence. No data classification.)
- "We'll handle compliance later." (Governance debt compounds faster than technical debt.)
- "We'll anonymise everything." (Anonymisation is hard and often incomplete; better to classify and control.)
How to Use This Framework
Give candidates this prompt: "Design a 12-month AI roadmap for a mid-size B2B SaaS company. You have a monolith, messy data, a team of 8 engineers, and a CEO who wants AI copilots in production within 12 months. Walk me through your phases, architecture decisions, and governance approach."
Then score them:
- 0–20 points: Not ready to lead AI strategy. They're thinking about tech, not business or risk.
- 20–50 points: Solid individual contributor. Can execute on a roadmap, but needs guidance on trade-offs and governance.
- 50–75 points: Ready for senior architect or CTO role. Balances speed, risk, and team capacity.
- 75–100 points: Rare. They're thinking like a fractional CTO or strategic advisor. They understand that AI roadmaps are about organizational agility, not just technology.
If a candidate can move comfortably across these three axes—phasing, architecture, and governance—while acknowledging resourcing limits and trade-offs, you know they're ready to lead a real AI roadmap, not just talk about one.
