A client of mine wants an app. I think pwa is the best approach for their project. The client likes the idea but would also like the app in the app stores. So I'm thinking, pwa = one code base, and the way forward. But would I be able to get it published to the app stores? 3 birds, 1 stone...

As far as I know is not possible to publish pwa on any store because it is not a common apk. When the user access to the pwa via navigator it could be installed on system (its not more than link to url opened with chrome with some integration features).
The best option in this case, in my opinion, is an hibrid application like Ionic or Phonegap.
