BidReady AI: Turn Complex Government Tenders into Actionable Bidding Decisions

Hacktoberfest Open-Source AI Challenge Week 2: Side Hustle Submission 💸

This is a submission for the Hacktoberfest Open-Source AI Challenge Week 2: Side Hustle.

What I Built

BidReady AI is an AI-assisted tender analysis tool designed to help small businesses and contractors understand government tender documents before deciding whether to bid.

Government tenders can contain dozens of pages of eligibility conditions, financial thresholds, registrations, certificates, and supporting-document requirements. Missing a single important condition can waste hours of preparation or lead to an unsuccessful submission.

BidReady AI turns that document-heavy process into a structured workflow.

Users can upload a tender document and get help with:

  • Requirement extraction: Identify eligibility conditions, financial criteria, registrations, certificates, and other important requirements.
  • Page-level traceability: Keep extracted requirements connected to their source pages so users can verify them in the original document.
  • Evidence review: Compare tender requirements with available company information and supporting evidence.
  • Financial checks: Perform deterministic calculations for relevant financial requirements.
  • Actionable reporting: Generate a structured analysis report that helps users identify missing evidence and review potential eligibility gaps.
  • Project management: Save analyses and revisit them through a dedicated dashboard.

The goal isn't to replace professional judgment or guarantee tender eligibility. It's to make the initial review faster, more organized, and easier to verify.

Who could pay for it?

Potential customers include small contractors, MSMEs, procurement consultants, and businesses that regularly evaluate government tenders but don't have a dedicated tender-analysis team.

The business opportunity is straightforward: reduce repetitive document-review work and help businesses spend their time evaluating the opportunities that make sense for them.

The best way to evaluate it is to upload a sample tender, review the extracted requirements, inspect the evidence checks, and generate an analysis report.

Please use sample or non-confidential documents when testing.

Code

The project uses a React and TypeScript frontend with a Python FastAPI backend. Its analysis workflow combines document extraction, structured requirement processing, evidence checks, and report generation.

The code is organized into separate frontend and backend components to keep the interface, API, and analysis logic maintainable.

How I Built It

I wanted to build something closer to a usable business tool than a chatbot that simply summarizes a PDF.

The frontend uses React, TypeScript, Vite, and Tailwind CSS. The backend uses Python, FastAPI, and Pydantic, with SQLite for local data storage.

The main workflow is built around several stages:

  1. Document processing: PyMuPDF extracts text from uploaded PDFs while preserving page references.
  2. Requirement identification: A structured extraction pipeline identifies relevant tender conditions. Deterministic rules help handle important requirements consistently, while AI-assisted extraction can help interpret more complex text.
  3. Evidence comparison: Extracted requirements are compared with available company evidence to help highlight satisfied, missing, or uncertain requirements.
  4. Financial validation: Financial calculations are handled deterministically rather than left entirely to a language model.
  5. Report generation: ReportLab generates a structured PDF report for further review.

I also added automated backend tests and frontend build checks to catch issues before deployment.

The important design decision

I deliberately separated AI-assisted interpretation from deterministic checks.

A language model can help interpret unstructured tender language, but important financial calculations and rule-based checks should be handled by explicit application logic wherever possible.

The result is a workflow where AI assists the analysis instead of being trusted as the sole source of truth.

Why Does Open Innovation Matter?

Tender analysis is a practical example of where AI should be useful without becoming a black box.

Open innovation makes it easier to experiment with different models, inspect the surrounding application logic, test alternative approaches, and adapt the workflow to different business needs.

For BidReady AI, the model is only one component. The document-processing pipeline, page-level references, validation logic, evidence review, and report generation are equally important.

A replaceable model layer also makes it possible to evaluate different models against the same tender documents instead of tying the entire product to a single provider.

My objective is to keep the workflow understandable and testable while making AI assistance accessible to smaller businesses.

My Agent Session

During development, I used AI-assisted coding to help build and refine the application.

What's Next?

Some improvements I would like to explore:

  • Better handling of scanned and image-based tender PDFs.
  • More comprehensive tender-specific eligibility rules.
  • Stronger evidence provenance and verification.
  • Improved support for different tender formats and procurement workflows.
  • User feedback and real-world evaluation with contractors and procurement professionals.

BidReady AI is my attempt to turn a repetitive, document-heavy business task into a workflow that is faster, more structured, and easier to verify.
