Google’s new program lets third-party Android app stores outside the U.S. apply to offer one-tap installs and background updates on supported Android 17 QPR2+ devices.
Stores must submit their full catalogs and every update for ongoing malware screening, while remaining responsible for store content.
The rules define how app distribution and screening will work under the program.
What are the conditions of participation?
To participate, an alternative store must pass identity checks, register as an official organization, pay an annual fee of $10.000, and send their entire catalog of apps and every new update to Google so they can be constantly checked for dangerous programs.
Despite the new features, stores cannot install apps secretly. They must ask for the user's consent for each individual installation. Also, when large files are downloaded or automatic updates are performed in the background, the device must display a visible notification.
Responsibilities and additional charges
Google makes it clear that it does not control the content hosted by these stores, so each store remains solely responsible for what it offers to users.

However, if over a 30-day period, more than 1% of installation attempts or more than 2% of apps in a store are found to be potentially dangerous, Google will charge additional money for the review.
Who is affected?
Technology managers in businesses and organizations will be able to prevent the installation of these stores on devices they manage on behalf of work.
The program does not apply in the United States, where a different framework has been implemented through Google Play since last July.
