Meta has delayed the rollout of updated advertising and business terms past November 20 following industry consultations.
Existing terms remain active while discussions continue regarding commercial terms, web crawling policies, and content usage clauses.
The new terms, which were scheduled to go into effect around October 30 for business and advertising accounts, included a section that allowed Meta to use software to collect information from addresses and websites linked to users. The original wording said the content could be used, among other things, to develop, improve and train the company’s products and operations.
This wording provoked strong reactions from media representatives and organizations, who argued that it was a license to openly collect content from the Internet without separate licensing agreements. Legal experts, such as Professor James Grimmelman of Cornell University, also noted that the terms were worded in a very broad way.
Meta said the changes are being made to ensure the accuracy of information about products sold on third-party websites, to improve advertising and content recommendations on its platforms. The company also said content owners can use their established blocking preferences and that the updates do not override those settings.

On October 16, Meta amended its terms of business to assuage publishers' concerns, removing the word "education" from the text and clarifying that the rules apply to advertising and professional products and do not change how the company leverages its automated tools.
On October 28, Meta spokesperson Andy Stone announced that the implementation of the new terms would be delayed and may be pushed back beyond November 20. Until the new rules are implemented, the existing terms remain in effect.
