Certifications by Career Stage

Are certifications worth the time investment? What types of individuals would you recommend pursue certifications vs holding off?

In my mind, they're best suited for consultants or developers looking to move into a senior or lead developer role, but as a development manager I'm thinking about finally getting some .NET certifications to round out my skillset and add to my credentials as a speaker and writer.

Curious to hear from the community on something that's a bit of a controversial topic.
