Status: Intentionally Empty

Explanation: Tier 13 is reserved/retired. Legacy items previously catalogued here have been merged into Tiers 1–12 where they belong topically, or dropped entirely if deprecated. The numbering is preserved to maintain the "14-Tier Framework" structure for branding and continuity, but no active optimizations are assigned to this tier.

If new optimizations emerge that don't fit cleanly into existing tiers, Tier 13 is the natural home for that future work.


Position in Stack

Tier 13 is a structural placeholder. The framework flows directly from Tier 12 (International) to Tier 14 (Advanced & Immersive). Implementation cadence skips this tier entirely.

Why Keep It Numbered?

  • Maintains the "14-Tier Framework" branding integrity
  • Provides a designated future home for emerging optimization disciplines
  • Prevents renumbering disruption if optimizations are eventually added
  • Matches client-facing materials, pricing tiers, and marketing collateral that reference 14 tiers

What Was Originally Here?

Various legacy items were prototyped and either:

  • Merged into more topically appropriate tiers (most cases)
  • Dropped entirely as deprecated practices (e.g., outdated meta tags, abandoned protocols)
  • Consolidated with similar items in adjacent tiers

No active client work touches this tier. No billable optimizations exist within it.
