SAM.gov Registration & SDVOSB Certification: Why Veterans Are Paying $5,000 for a $497 Service

If you served and want to do business with the federal government, the first door you have to open is SAM.gov registration.

SAM.gov (the System for Award Management) is the federal contractor database. If you are not registered there, you cannot receive federal contract payments. Period.

For veteran-owned businesses, there is a second step: SDVOSB or VOSB verification through the SBA. This unlocks set-aside contracts reserved exclusively for service-disabled veteran-owned businesses — including VA contracts under 38 U.S.C. § 8127 and DoD set-asides.

The problem: a $5,000 industry built on bureaucratic confusion

Veterans who search for help with SAM.gov registration will find consultants charging $2,000–$5,000. The process itself is free. You are paying for someone to navigate the forms, the UEI/DUNS transition, the notarized documents, and the CVE portal.

  1. UEI registration — replacing the old DUNS number, through SAM.gov

  3. Annual renewal — SAM registrations expire; missing renewal means losing active status and any pending payments
  4. SDVOSB eligibility audit — SBA CVE requires documentation of service-connected disability, ownership structure, and day-to-day control
  5. Required documents — articles of incorporation, operating agreement, DD-214, VA disability letter, and more

Missing any of these or getting the NAICS codes wrong means either a rejected registration or an active SAM profile that does not show up in the right set-aside searches.
