CDS uses a new element numbering scheme, distinct procedure code logic and stricter validation than CHIEF. NCTS Phase 5 introduces a three-level structure — consignment, house consignment, goods item — and enforces six-digit commodity codes at item level. GVMS carries a lightweight envelope that references the export MRN, the transit MRN, the import declaration and any safety and security reference. Reconciliation logic

Every GMR resolves against upstream MRNs. A missing or malformed MRN, an EORI mismatch on the guarantee, or a Phase 5 payload missing house consignment nodes will fail validation. Retry logic at the port is not the answer — validation belongs at pre-lodgement.

Does CDS map to CHIEF procedure codes automatically?
No. Procedure code logic is redesigned and cannot be lifted from CHIEF workflows unchanged.

Where do safety and security fields belong?
Either separately as an entry summary declaration, or embedded within a Phase 5 declaration where the departure office supports it.
