What's the best strategy to get contributors and stars on a repository?

Hi there, I got a (stupid?) question. I'm developing an open-source and real-time architecture for embedded applications, and now I'm searching for stars and contributors. To encourage people to star and participate I:

• Add an open-source license
• Add a description + readme + docs
• Add code of conduct + contributing guide + issue template

But the magic didn't happen 😥 What are your strategy/recommendations to make it operate?
