How do YOU identify if a team has more work than they can handle?

I think I kinda know how to identify this problem but I would love to hear any of your tips or common indicators that would help identify it.

Not a lot experienced, but I think it happens when nobody in the team has time in a day to do some self-learning or to refactor and improve the existing codebase.

If all the devs are doing is handling tickets and not getting rest from that, it's that there is too much work for them

Well. They're going to be cutting corners. Then bug count starts going up, and they have even more work.
Also, mood.
There's also a nuance between having unfulfilled roles and/or lacking expertise, vs just an oversize workload.
