I wouldn’t say “archaic,” even because the pronunciation is more like “colour” (/'kɔlə:/) than “color” (even in US, /'kɔlᵊr/), which should be ended by /ʌr/ or /ʌ:/.
The different is just that: “colour” is the British spelling, “color” is the US spelling. Since HTML and SGML were created in the US, the US spelling is preferred by syntax.
