Why color is not colour in HTML language?

Because "colour" is an archaic form of the word and "color" is the correct spelling. In other words, "colour" is the British English spelling, while "color" is the American English spelling. HTML, thankfully, went with the form that doesn't have an extra unneeded "u" in it.

A language isn't perfect when there are no more u's to add, but when there are no u's left to take away! :P

I wouldn’t say “archaic,” even because the pronunciation is more like “colour” (/'kɔlə:/) than “color” (even in US, /'kɔlᵊr/), which should be ended by /ʌr/ or /ʌ:/.

The different is just that: “colour” is the British spelling, “color” is the US spelling. Since HTML and SGML were created in the US, the US spelling is preferred by syntax.
