According to DevTools Review's three-week hands-on test — free tiers only, no premium trials, no workarounds — GitHub Copilot Free is still the best free AI coding tool in 2026. It runs the same models as the paid tier and limits you by monthly quota rather than by quality: roughly 2-3 hours of completions a day before you feel the cap, chat capped separately, and the caps reset monthly rather than daily (a few heavy early days will starve the rest of the month).
The free-tier lineup, as we actually tested it
- GitHub Copilot Free — best overall. Same models as paid, capped rather than degraded, works across VS Code and JetBrains. 1-2 hour days never hit the cap; 6+ hour days hit both the completion and chat caps by mid-afternoon.
- Windsurf Free — 25 credits/month. Enough to evaluate Cascade, not to work in it daily. No chat on the free tier, and free-tier completions run a weaker model than paid.
- Cursor Free — the most restrictive cap of the three big editors, but the only free tier that includes any composer (multi-file agentic) sessions at all, which is worth more than the low count suggests.
- Claude Code (free Anthropic account) — a small daily message allowance, but each interaction runs the full model, not a downgraded one. Best saved for the hard problem, not daily autocomplete.
- Tabnine — no free tier at all, hasn't had one since 2024. Trial-request only, from $39/user/month. The one tool here with literally nothing free to try, but the only one that offers a fully self-hosted, air-gapped deployment.
Where we corrected our own page
Two tools our page names as free-tier options in a "beyond the big five" aside are no longer purchasable that way at all, and we caught it re-checking our own copy against the site's own tracking data before syndicating this:
- Amazon Q Developer — our page still describes it as having "a generous free tier." AWS closed Q Developer to new Free/Pro signups on 2026-05-15, pulled the frontier-model experience into a separate product (Kiro), and has confirmed end-of-support for existing subscribers as 2027-04-30. There is no free tier to try today.
- Cody by Sourcegraph — our page says it "offers a free plan with limited chat and autocomplete." Sourcegraph discontinued the individual Free and Pro tiers on 2025-07-23; Cody has been enterprise-only since, starting around $16K/year, with Sourcegraph itself pointing individuals at Amp instead.
We also caught a live price error on the same page: it lists Windsurf Pro at $15/month. Windsurf rebranded to Devin Desktop in June 2026, and current pricing is Pro $20/month, with a new Max tier at $200/month — the $15 figure is a full rebrand-cycle out of date.
None of this changes the headline: Copilot Free wins. But if you were about to sign up for Amazon Q or Cody expecting a free tier, or budget $15 for Windsurf Pro, don't — the source page is being corrected, and this is the accurate picture in the meantime.
